I would like to see more precise settings for match. Such as input the number of bots instead of selecting, setting bots observing distance, defensive/offensive preference...

The most important thing here - ability to apply these settings concretely for each team

Defensive/Offensive preference is an already discussed topic. The problem is that the AI has to be defensive because if it is offensive, it would allow you to take certain points on the map easily, while defensive preference does not really capture anything although the AI is mostly defensive.

Then discard it to the side. Perhaps the other suggestions are more rational, why not consider them?

Perhaps this topic didn't pay attention as i want. Hope it is, because that idea not so difficult to realize, but it may be important for the players. It would be nice to see your opinions, guys.

More detailed settings are always welcome. The really advanced stuff should be available in server .cfg files though (or something like that)
Passive/aggressive flags for the AI... could work. Maybe even more in-depth... allow me to demonstrate:

Bots
[Green]
Number:[50]
Defensive:[15]
Offensive:[35]

[Gray]
Amount:[75]
Defensive:[0]
Offensive:[75]

This would allow more flexibility on making defense/offense objective based maps, in this case, Green team would be defending a heavily fortified area, thus they have lesser amount of troops while Gray has a lot more troops but less stable ground.

Something like this should be available in both map settings perhaps and also overridable by the server admin, in case he/she is not too happy with the map defaults.
Additional ideas for cvars:
Amount of lives (either personal or a shared stash of tickets <think conquest gametypes>)
Respawn time
Movement speed
Gravity
Vehicle speed
Amount of teams
Weather
Wind
