This is exactly the thing you might have to get creative for in 0.92 - the projectile with impact trigger will explode on impact with ground. With some luck you might be able to make the projectile hover over ground if it happens to spawn over ground. In 0.93 you can switch off terrain impact trigger.

Make sure the animation has that action trigger, like medic and deploy animation has, if you're not using those animations already.
