I think getting a very small amount of xp from squadmate kills makes sense, and also encourages people to give a shit about their squad mates. Currently I dont really care if my squadmates exist. They arent really an asset in anyway. If they were smarter, and actually helped me rank up, then id actually spend time using them properly. Im sure other people feel the same way regarding this.
As for xp penalties for squadmate deaths, im not really sure. Im not sure if a punishment is needed.
I wouldn't call it a punishment, it's just XP change sharing. Squadmates make kills and get a reward, you get a share of it, squadmates get killed and they lose XP, you lose a share too. If you manage to keep your squadmates alive for the most part, you'll still be on the positive side here.
Also, losing XP from squadmate's death could make you care even more.
I can't say I play the same way you do when it comes to squadmates, I think having squadmates with me makes me live longer and I can be much more of an effect when I arrive into an on going battle area than compared I'd get there alone. The fact that they aren't smart still makes them equally as smart as the enemy. They die as quickly as the enemy does and they kill as effectively as they do, but that's a lot of help compared to if I was alone there. I'm of course talking about single player / invasion perspective here, can't speak for PvP with bots as it's not my cup of tea.
In invasion mode servers, playing with others who can't have squad mates with them, I find myself constantly selecting to spawn a bit farther than the closest spawn point to go get my squad slots filled and bring some reinforcements where I think they could be of use.
