Designing all the interiors of different floors or coming up with an algorithm to procedurally generate them, modeling the furniture for office spaces, kitchens, living rooms, bed rooms, shops, changing the render and physics systems to handle the modes of being in/out a building..
Because of the pacing of the game i think it's not usefull to design complete interiors and multiple levels but there could be some simple representation of it.
If buildings would be completly hollow with windows without staircase and such...just the bottom level. Then building interiors would be usefull and still fit in the game. Good for defending bases or forward points without making it complicated and such. They would act like a better cover to defend areas.
Regarding doors i also would just leave them out or make them auto open if your near. Buildings could be have their roof visualy cut of if your close to their door/window for easy entering/targetting.
I think this is the best solution because the game is very speedy with it's pacing.
