Look at World of Tanks: free players in that game are (literally) cannon fodder for those who pay and receive what are nothing other than hacks.

I guess that's true to most of adversary multiplayer games out there that have both free-to-play and premium options, I don't think both types of players can be A-class citizens. If there was no significant difference between those two, there would be no real reason to go for the premium option.
I don't know what kind of "hacks" World of Tanks has, but for RWR and free-to-play online I was thinking something like this:
* limiting rank score to e.g. 2000, which would then restrict mortars out from free players and likely affect hand grenade capacity too
* free players would be able to use the basic assault rifles only
* free players wouldn't be able to host a server, and not be able to play single player
* automatically kicking free players off the server to make room for incoming premium players, if the server capacity maxes out
* if vehicles are to be added, free players would not be able to control them
This way it would be limiting the core content from free players, rather than making up unneeded new features for premium players, like hats and super weapons.
This would work for cooperative purposes also pretty well, as I'm sure there are people that would like to play with their buddies, but the buddies are only casual RWR players at most (after trying out the demo) and thus not wanting to make the purchase, so free coop possibility would help there. This would require one actually purchased copy for the group of players, one player would be the main player with access to all content, while the others would play as kind of sidekicks.
