I am trying to make a new faction in the game for the first time. I have set up everything according the file hierarchy used by the game, but the game claims that the faction file is missing, when it is definitely there.

To clarify: In the 'all_factions.xml' file I have added the new faction file 'black.xml', and I have set up the file to follow the same conventions as the vanilla 'green.xml'. However, the game log claims that 'black.xml' is missing, even when it's right there in the folder.

What am I missing?

You've probably got a typo or formatting error in black.xml - check for missing bits and pieces.
