Not yet, but will be soon, I dare say maybe even in the next version. It's required for the invasion mode development first, but would work fine in single player too.
We'll make it optional, the "normal / sandbox / PvP-with-AI" allowing servers probably want to keep it off as it has been.
Though, having said that, it's a bit vague how all this should be defined for different modes. It doesn't seem it would be as simple as just weapon-rank-unlock on/off, because the LAW is a weapon too and grenade is kind of weapon as well, the carrying capacity for those changes with rank currently.
For SP and invasion mode, everything can depend on rank, progression is a good thing. But the question is, should the normal / sandbox mode most of the servers currently are in get rid of the grenade & LAW capping based on rank? If the answer is yes, then everything is behind one simple on/off option. Otherwise something more detailed is needed.
