Engineers and the building of certain resources (barricades, walls, sandbags, mounted MGs) have already been confirmed for pre 1.0 release.
If you search "engineers" in the search bar on the top right, you will be directed towards a few threads about classes and support weapons which go into more depth.
About using a cash system, I'm not sure if this has ever been brought up before honestly. If you are suggesting something like counterstrike, the only issue is that there will only be a certain amount of weapons that numbers nowhere near the number in CS. However, it would kind of make sense because you can either wait for the AI to drop the weapon you desire, or you can use cash to grab the weapon from certain weapon racks. I believe these weapon racks were already in planning but using cash to get weapons is an interesting idea.
RTS elements are not, I believe, an objective of the game. There was discussion quite some time ago about where a player would be a "commander" and would direct general AI movement and formulate grand strategies. I don't think this idea was really accepted though. Gathering resources will probably not be implemented because there is no base building and requiring the AI to build its own base is going to be a hassle. Also, this game emphasizes the shooting aspect rather than the building and overarching command aspect.
