Are you looking to make the initial game state so that there will be just the specific bases that are captured by the factions, so that the rest of the bases are neutral and uncontrolled when starting? This likely can't happen very soon, as currently, there's no such concept as neutral bases, the bases are always captured by either faction, and if the bases are captured by either faction, the spawn points work too.
Or, would it be enough to be able to set the initial bases between factions and define them in objects.svg? I'd just need to add some controls for the Create new game menu to be able to choose the initial situation from what is defined in the map rather than dividing the bases randomly.
