There is an error in naming for the bullet resistant shield. The riot shield is a light weight, thin and usually transparent device used by police designed for riot control against civilian mobs armed with melee weapons such as bats and also offer protection against low velocity objects such as stones.

A ballistic shield is designed more specifically for use by special operations forces and counter terrorism units for special operations. It is much heavier and is often armored steel. Ballistic shields are rarely,if ever used for crowd control against the civilians who generally dont have guns.
