Whenever I introduce the game to friends, everyone responds the same way in regards to how medkits work in-game: "Why would they do it like that??"

Being able to only revive soldiers that are/were wearing armor makes the medkit almost useless to run around with since so very few actually have armor on. My suggestion is this, what if whenever a soldier is killed, there is a certain percentage chance of them being incapacitated as opposed to just dead. I know the devs strive for a certain level of realism, and I think this follows that same line of thinking. I'm not saying there should be a 50/50 chance, but maybe a 10% chance this would happen. What do you think?

Agree the idea!

I see wounded soldiers all the time...

Medikit's and armor's primary purpose is to keep you, a player, surviving for a little longer, most likely because you're carrying of something extra rare so that you will want a second chance right there at the spot without doing a die-spawn-run back cycle. This requires you to also have a guy, bot or a player, with a medikit in your squad or tagging along.

The secondary purpose of these items is to make bots play with each other to create a few unexpected events and some atmosphere. You see a miniboss / vested soldier go down and someone runs to help him, cool right? It happens often enough currently in my opinion.

While reviving wounded bots may be interesting to some players, in the end it mostly serves as an atmospheric thing rather than worth the time / effort / risk. The bots will respawn anyway and they won't care if they lose items and their appreciation to getting revived is faked at best :)

In 20-30 -player online games it's much different already. Many players use the armor frequently so there's lots of chances to get to revive them, and many times it's worth it to save these guys.

BTW the best way(and best fun) to get XP is to heal some enemy soldier and stab him immediately thereafter. :D
