I thought the names were supposed to be old and/or silly.
Most of the German names are either way old or silly too. The English names are probably the most "normal" of them, but you see the occasional weird stuff there too.

Read the notes to the top of the page: They are from all over the former USSR, Europe, and Asia; ...... and may match some equivalent common Slavic surnames of Ukrainians, Belorussians, Bulgarians, and others.

Actually, Doom, you're right since "... running with cats" also is not common name.
