I was wondering in the future if you added a new faction you could make it an Chinese or Japanese one.

This could be done very easily, if what you mean is changing the names/colour of soldiers.

If you mean specific faction-limited weapons, I think I saw somewhere that it's being planned. Though I'm not sure, don't quote me on that. I Would love to see that, however. Would be very interesting.

Faction specific weapons is coming in 0.90 so this is completely possible to do with a mod, yes.
