What if the game displayed a marker where the cursor is when I press and hold H so I know that's where the strike is going to be. Then I'd have a clear way of knowing that pressing H where the cursor is is important and doesn't just bring up a menu.
In fact it shows a red marker, red for danger.

Anyway, I personally think it's justified that radio calls have a different interaction system than weapon shooting or grenade throwing as it's the only weapon system you've got that comes with multiple choices. 2 years ago in RWR there was only one radio call; back then no radio call menu was needed and it was exactly same as grenade throwing, point & press the key. Now it's point & hold the key and make the choice with mouse.
If the game featured a more elaborate squad order system, that would probably work in similar fashion as the radio call, with adaptation to work with RMB better.

It would make more sense if I selected the strike, then told the guy on the radio where I wanted it.
My personal opinion is that this would be more clunky than the current way. The less clicks, modes and states you need to be in to execute OR to cancel the call the better.
