So when I try to launch the game, it shows the Steam dialogue for a couple of seconds, and then nothing happens. The same thing happens when I try to run the Config.

I have read in the FAQs about OpenAL, the link was broken there so I downloaded the .exe from the OpenAL website and installed it and still no joy. I have re-downloaded RWR but that did nothing.

Does anyone have any idea how I can fix this?

Not happy that I've paid for a game that doesn't work!

sorry for the FAQ, on this forum it hasn't been updated in ages, I just made a copy/paste of the Steam forum FAQ of the support section which ontains the right links and overall updated informations.
Have you tried restarting Steam (or even rebooting?).

Thanks for replying mate. I downloaded the file from the link you updated and still no luck. I've restarted Steam and my computer and still nothing.

I've played this game before on another laptop and absolutely loved it, I'm dying to play it again!

I'm running it on Windows XP with all the right specs

You might want to try to replace your rwr_config.exe with this one, which is WinXP compatible: http://home.modulaatio.com/shared/rwr_config.exe
Then start this exe to see if it helps.
