If there's no info, it has to mean most of the other people aren't experiencing it. If people would have the issue, I'm sure they'd be vocal about it, and they should be. You're doing the exact right thing, and we are hoping we find more people with the issue, so that we can start making connections between the cases.

There's this which gives an idea how many people have been playing RWR: http://steamspy.com/app/270150, and so far we only have you with the issue. I'm not saying that to imply that there is no issue at all, I'm saying that it might be your HW + drivers + Windows + RWR that makes this happen. We cannot ask you to reinstall Windows to check if it's happening because of that, we can't ask you to change your HW parts to verify which one might be affecting it, and drivers are a complete mess of their own. What we need is more people that have a similar issue with RWR.

We are at loss how to help you with the issue as we can't replicate it ourselves.

Have you tried measuring the FPS with Fraps? It could tell something, at least verify that stuttering refers to the same thing as low FPS.

Have you measured your computer temperatures while playing RWR, are they just normal?

If we'd think this is a driver issue of some sorts, you could give OpenGL a shot. Run the game with opengl passed as a parameter in Steam Library -> RWR Properties, Set Launch options.

One thing that occured to me, back in the day i had similar issue with Supreme Commander. What happened was the graphics card would randomly switch from performance mode to 'power saving' 2d mode normally used in windows. It was an nvidia card admittedly but hey, that's something to look into at least. Also like Pasi said, check temperatures.
