Possibly, though current 600 should be more than what 1000 was in 0.4. 0.4 suffered from capacity never getting fully reached.

There is currently a way to play the game with any soldier amount. Download the server build and launch it, start a game on it with your own parameters and start serving. If you don't want others to join, just use a port which isn't forwarded and/or make it not register itself on the serverlist.

Now start RWR and join with manual IP menu, enter localhost as the address, and the port you chose for the server.

Wouldn't it make sense for the bot selection menu to have a slider instead of buttons, and then have a parameter box to the right so you can enter any number, higher or lower than the slider achieves? The slider could scale according to a recommended amount of soldiers per map.

Of course, changes to the UI like this could be very hard to create.

"Hard", not to mention boring.

I'm leaving most of these for 0.9->
