Brutus isn't managed by us directly, they might indeed not of any penalty manager going on.

I ran into The Unknown today. Never saw him around before. Maybe he didn't get the memo that you can't tk for loot anymore. He intentionally tried to nade me and then successfully AT'd me while I was using XM-25. I returned the favor in kind until he lost interest in trying to kill me and instead dying by me, and then watched him play until he dropped his gold deagle. Which I happily took for myself to pay the cost of the rp he cost me in armor. Plus a little extra.
