Basically I use Gimp and inkscape, in gimp I load an existing weapon image I find on the web and after making some color adjustment I index the colors number to 3-5, I change it back to RGB and apply a filter to get rid of the small noise areas. Then I paint some areas to avoid having too much details. Of course I take the color palette of the 3-5 colors I got when going indexed mode.
When I get this done, I export the png and load it into inkscape, there I duplicate the layer and apply high level threshold to get the weapon all plack. I add a stroke and put the exported gimp layer on top of the threshold (with stroke) layer.
I export it back to gimp, make a layer out of the visible image and apply a drop shadow without offset, with full opacity and a decent blur radius. Done.
Not sure if this helps but for those who are confident with image editing and stuff should understand my steps.
Bah! Paint.NET is the way to go.
1. Find image online.
2. Shrink to a reasonable size.
3. Make an outline with a brush, black of course.
4. Create a layer underneath (call it Layer U) and copy the original to layer U.
5. Make the image in layer U slightly larger (An unblurred shadow of the layer above)
6. Apply a blur effect, choose a radius and you're done.
