bah in my opinion you'd need to be a bit more advanced in image editing and not use MS paint (or do you use something else now?) :)
Basically I use Gimp and inkscape, in gimp I load an existing weapon image I find on the web and after making some color adjustment I index the colors number to 3-5, I change it back to RGB and apply a filter to get rid of the small noise areas. Then I paint some areas to avoid having too much details. Of course I take the color palette of the 3-5 colors I got when going indexed mode.
When I get this done, I export the png and load it into inkscape, there I duplicate the layer and apply high level threshold to get the weapon all plack. I add a stroke and put the exported gimp layer on top of the threshold (with stroke) layer.
I export it back to gimp, make a layer out of the visible image and apply a drop shadow without offset, with full opacity and a decent blur radius. Done.
Not sure if this helps but for those who are confident with image editing and stuff should understand my steps.

Bah! Paint.NET is the way to go.
1. Find image online.
2. Shrink to a reasonable size.
3. Make an outline with a brush, black of course.
4. Create a layer underneath (call it Layer U) and copy the original to layer U.
5. Make the image in layer U slightly larger (An unblurred shadow of the layer above)
6. Apply a blur effect, choose a radius and you're done.

Tried to install NEWA using overlay method, simply put the folder in the correct folder, and this popped up right when the game finished loading:

An exception has occurred!
invalid vector<T> subscript

Too lazy to search 10 pages, has this happened before or is it only my arrays messing up?

well paint.net is not the best one for this in my opinion. i have used gimp for my huds :D (and paint for mainly resizing)

ok fixed that subscription vector or what it was problem.
http://www.mediafire.com/download/v34d7 ... a_0.89.1(2).rar
apparently i forgot to add the whole svd to all_weapons.xml in earlier version, now it is as stock weapon

(if you get that subscription vector problem, the source of problem is at all_weapons.xml this is explained in earlier posts at page 9)

all the info is explained at my post at page 9.

modify it here and I will edit the main post:

The Never Ending Weapons Armory ( Newa )

"So, What is Newa anyways?" you might ask. Well, let me tell you. Newa is a collection of firearms from around the globe that compliment RWRs' own collection of weapons.
"Big deal Newabortion, pft...every mod has its own weapons...". Yeah, well I plan on adding around 4 weapons every saterday along with a model pack containing new player models.
"So thats the never ending part eh?". Pretty much...never ending until I get bored or run out of ideas, plus I had to be vain and name the pack after myself and had to justify it some how.

Whats included as of 2/23/13
30 fully fledged weapons ( With RWRs default weapons that brings the gun total to 39!)

The m40a3 reload is wack. ( I know, its gotta stay that way in order for it to reload on round at a time, its in essance using the shotgun reload. )

I can't find the Rpg! ( The game currently supports only one secondary weapon in the game at a time or it crashs. Rest assure, the model and stats are in there we're just waiting on the Devs.
